I've added a Spire Beacon. Unfortunately it's missing the ability to seed AI Spire Citadels or Research Labs at the moment. |

Idea for midgame spawning of citadels and labs: Sometimes instead of the Relic Train taking its relic back to the AI homeworld to make a ship, it finds another AI planet and builds a (weaker version?) citadel/lab there. |
