Description | From this thread by orzelek. http://www.arcengames.com/forums/index.php/topic,12969.0.html I'm had my military building being block for several turns because of the way civilians can move. Them having 18 moves means that it's possible for them to keep finishing on the same tile. :D However, I've also seen stacking of multiple units here. So it's hard to tell. Alternatively or as a stop-gap, give them all an odd-number of moves so that you need at least 2 civs to block a military building. | ||||

This would be really useful. I have 2 barracks near town center... and I can say now it was a bad idea. They are almost guaranteed to have chapman on them after each turn. |

Instead: * Civilians are no longer able to step onto military production buildings at all. ** Chapmen are now allowed to deposit their goods on ANY town building, thus making congestion of them far less likely. |
