I am encountering this problem in .812. My towns were beginning to turn when I realized my problem. |

Seconded. Uploaded a save showing the issue... all the Norse Archery are at 0 cooldown but won't produce. |

Thanks! * Fixed a bug where Skadi was actually preventing Archery Range units from being produced, rather than making it so that they were produced for free. |
