Summary	0011532: Brokkr doesn't cost resources
Description	Try it out in the save and see (note: Jewelry is behaving oddly, as noted in a different report). When I place Brokkr, it doesn't cost me any Steel or Jewelry.

This was most notable with Brokkr, who would cause himself to be placed for free based on his own ability.
