Summary0011568: [alpha] shark plot is not triggering alerts
DescriptionI have an alert set up so that one aggressive ship on my planet "revobul" should trigger an alert on the top left. There are two problems:

1) the alert never goes off
2) the alert is colored green. Honestly, with the shark plot in particular, you need some kind of automatic pause, visual alert, and/or sound, because the AI sends 1 or more "shadow frigates," which are like champions. I need to fly my champion over to kick them out as fast as possible because miniature fortresses and turrets barely tickle them.

I am attaching my saved file so that you can see the defect.

For 6.031:

* Fixed a bug where the "# of aggressive ships on this planet" alert control was only counting "threat" ships, not "attack" ships, when an "attack" ship is usually just a threat ship which happens to be on a human-held planet.
** Also changed the alert text color from green to red.
