Summary0001158: Make spec. forces ships act more as if on FRD.
DescriptionCurrently I'm building a superfortress and a science lab in a hostile system. The system is pretty much completely neutered; there are no guard posts (or wormhole guard posts), so the only thing producing ships is the command station and warp gate. There are, however, also plenty of ships flying through the planet as special forces; those ships just completely ignore the fortress and science lab, since they're not in their direct path.

That is new and unintended. When they see hostile ships they are supposed to become free.

* Special Forces ships that arrive on player planets now go into "free" mode instead of just passing through while on special forces mode. Similarly, whenever special forces ships find themselves on a planet with a human-controlled non-scout/scout-starship unit, they will also go into "free" mode. This is how it used to be, but sometime since 4.0 it's changed, likely because minor factions were accidentally stirring up special forces units. That will no longer happen. Also, Zombie units will be ignored for these purposes.
