Summary0011706: Rally Point Redirector for ships created on planet
DescriptionI don't know if this is intended behavior,but it seems that the redirection from the rally point does not work for ships created on that planet. They will simply move directly to the rally point instead of going where it redirects.

redirectors only functions for ships that switch systems so in system points from the factory will not be redirected.

I figured that might be the case. It just didn't seem very obvious to me that it should be working that way from the description.
