I uploaded a savegame in-mission where you can see this (ArmoryCrosshairs.sav). Move the Exo 1 tile North and you can see the Armory objective come into view, but the crosshairs remain on top of parts of it.

First Game 4.sav is the city map level savegame for ArmoryCrosshairs.sav, from before the beginning of the mission. The particular armory in question is the one in the NNW of the city, just West of a Reactor Fab and South of a Manufacturing Plant, if you want to try reproducing from before the glitch occured.

The same apparently goes for Factory mission objectives.

EDIT: Nevermind. On second thought the display of the factory objective is likely correct given the available LoS = /...
