Summary0012373: Ensure more mission variety during random generation
DescriptionI now have 5 missions -- 2 hostage, 2 overdrive, 1 armory. RNG yes... but maybe should guarentee some level of variety, so the player has more options. Or have additional randomization on top of mission type, so the two 'hostage' would be different in some visible way.

Mission generation is done when your city starts, and is entirely scripted in terms of exactly how many of each mission type are in the city. There are always exactly 8 factories, etc, for instance. Just where it puts them is randomized, and trying to spread them around more tends to make things feel samey pretty fast.
