Summary	0012471: Too Many Starting Stealth Actions
Description	I love stealth. Why? Well, it's very, very powerful. Probably too powerful right at the start. I think that the starting number of Stealth Actions per Mission needs to be reduced (with the possible exception of the Ninja). It's a bit too easy to get away with a lot of stealth with little to no investment.
