Summary	0013021: Hover information hitbox should be bigger
Description	When hovering the mouse over a ship to bring up its information, it seems like the hitbox is really small. It wouldn't be unreasonable to make the hitbox be a rectangle containing the entire ship sprite. (If the mouse is in the hitbox for multiple ships, show info for the closest one.)
