Summary	0013129: Mousewheel should operate scrollbars
Description	This is related to 0013063 but more general -- I noticed it in the Flagship Ability dropdown. If I see a scrollbar in a UI, I generally expect the mousewheel to scroll it when the pointer is over the relevant UI element. It's a little disconcerting to have to drag the scrollbar manually. Handling conflict with the zoom function in the combat view (or solar map, if that has zooming) might be a bit tricker, but either the UI element could suppress the zooming or (as in AI War) the mousewheel could both zoom and scroll.
