Summary	0013399: Can't help defend a planet from pirates and attacks?
Description	See save, I'm hovering over a planet with a pirate flotilla. The last two pirate attacks that I have seen, they were followed closely by a fleet from another race, so that there was always two attacking flotillas. I can only ever defend against the flotilla that came from another race. In this save, the other one (Thoraxians) has died on its own from the defending fleet. I can take no actions. On the Boarine home planet is the other two-flotilla attack, and I can't fight the thoraxians because I auto-withdraw.
