Summary	0013439: Lack of attention penalty after research tecnology contract
Description	I started a "research tecnology" contract and it took a lot of months (in my case around 430) and gave a huge boost to my influence. BUT as soon as I finished I found that I also have a quite big penalty because of "lack of attention". I feel it's strange because I was busy with them, so they should not feel my lack of attention
