Summary	0013729: Even when you've selected skip tutorial, some tutorialish bits still play
Description	The "I'm the last of a murdered race" bit at the start - this is probably fine, it sets the story nicely and it's not too much to hurry through if you've started several new games. The "So you're feeling friendly" and likewise for hostile acts - these are pretty annoying, after you've read one once, it's not particularly great to see again, and there are eight pages or so of text to skip through when you really just want to smuggle some spacefaring tech and move on. The customize your flagship option - bleh, I barely read this the -first- time. Sorry, but if I click a button that says Customize Flagship, I'm pretty sure I know what it's going to let me do :) Please don't have this show up with every new game after I've said no more tutorials. The various planetary government options - I'm less sure these need to go, but... if you ticked don't show tutorials, maybe you really don't want to see them? It's only one page or so, so easy to skip. Keep these, perhaps?
