Not OP, but I also had this happen. Uploading savefile. Check Manufacturing outpost with Pelians. |

For 1.013: * Fixed a bug where the game would not clear your "partial progress towards constructing an outpost" with a race after the outpost was completed. This meant that constructing the same type of outpost again for the same race took zero (or negative) time. Thanks :) |
