They are fully unlocked -- the only thing stopping you from doing any research there is the prereqs not being met. That's just happenstance. If they liked you better or various other conditions were met, you'd be able to do it just fine. Aka, it's not mechanic-gating at that point. |

I was referring to this entry from the .857 patch notes: "Property development, outpost construction, and technology research are all now gated until you have unlocked the black market, since you can't hire any goons before that." That means they are not available only after the tech tutorial since the black market is only unlocked along with abilities, no? |
