| Description | Can achieve all special abilities within a few minutes of simulation time. This seems like a balance issue, since the battles are not that hard. Perhaps not allow you to do them, or get harder if you do too many within a short time? | ||||

Anywhere with an ice belt, really - not just a manufacturing outpost. I think personally each ice belt location should only let you do it once, and then be empty. If the number of ice belts isn't a set number each game, then they should probably eventually reset - maybe after a few solar years? |

I don't see any problem making it single-use per location: you can still buy tech from black market |
