Probably one where the values are around 1/2 each of the hard difficulties, and all flagships at normal health so as to purely have a difficulty based on weapon values.

- Having 2.5x speed for assassin missions is a big hike, by the way.

* The game now has "Lower Normal" and "Upper Normal" combat difficulties. Lower Normal is what Normal used to be. Upper Normal is new, and is basically halfway between what Normal and Hard are.
** There's also a new achievement related to this.
