Summary0014357: Plagues never end
DescriptionPlagues never end on their own, even if a planet's population is entirely reduced. In the attached save, the Peltian homeworld is affected by a plague, and the plague never ends even though the population has dropped to 1 million and the planet details lists 1 infected person, who apparently is an immortal lich who goes around sneezing on everyone else to keep the plague going - that last guy just doesn't die.

This results in the world having a medical RCI that trends to negative infinity, so that even if outside intervention from the Andors ends the plague, another epidemic starts almost immediately. This has already happened in the attached save, and the Peltian homeworld is on its second immortal plaguebearer.

Also, I've read that it's possible to help a race research a vaccine during a plague, but no such political deal or friendly action appears when I visit the Peltian planet affected.

Getting help to an ailing people should be a lot easier. My understanding is that if you don't own a science outpost and the Andor don't have a Pharmacist party in your game then anyone who gets a bad plague is essentially sentenced to death. Or at least to being tanked down to one million citizens and then having a big hole to crawl out of.

Any time a race has a science outpost, there should be the option to petition them for the use of the outpost to research a vaccine, and the credit cost should be modified based on how they feel about the afflicted race.

As an aside: even though the Medical RCI gets very low, I'm not sure how that works because of the poor documentation. If it's really just a flat multiplier, then a race should be fine as long as their planet's base compatibility is at least five (though I have only a limited set of RCI values to work with, I can see limits of 20% of the base compatibility for super-low values, and 130% of the base for higher ones [though the highs I've observed are in the hundreds, while the super-low is in the thousands]).
