Summary	0014538: Add some sort of way to tell at a glance if a race has already researched a tech
Description	Since adding the option to research a tech that a race already has, it can now be hard to tell what they don't have researched, if you're looking specifically for something they don't already have for whatever reason. You can kind of guess based on the number of months required, but to be sure you just have to select each option from the drop down list and check the description. Maybe even something extremely small like adding an asterisk next to techs that the race already knows so you can tell just from the drop down list what they have and what they don't.
