Summary0014942: Buildings labeled as RCI buildings have negligible effects
DescriptionThe buildings that have a label of RCI are mostly not worth building (there are a couple of exceptions). As an example, The Wireless Communications Infrastructure takes 40 months to build and provides 0.001 Economy a month. At 20 months in a year, this means that it'll be 52 game years before we see the first Economy Point out of this (2 years to build it and 50 years to earn a point). Admittedly, we can lower this to roughly 50 years by spending for construction workers. To make things worse, if it is sabotaged the planet will lose 5 Economic and 15 Public Order.

Compare this against directly Aid Local Economy for 40 months. If I did this, I'd get roughly 3000 credits, 4-8 Influence, and 40 Economy Points. While this is likely not my best use of time, it changes the Economy of the planet a lot faster.

Now I did pick one of the worst cases for my example, but even the more powerful RCI labelled buildings often take 25 game years to earn a point.

Demonstrating this issue, I made a post with calculations: http://www.arcengames.com/forums/index.php/topic,15520.msg171472.html#msg171472

In 1.012 a [i]full[/i] set of RCI buildings on a Skylaxian planet adds all of +0.32 Medical a year, with the others being in the same order of magnitude. This is basically nothing.

Actually, natural RCI fluctuations also seem to be too small post-1.010 compared to previously (though given that we still don't know the precise effects of a given RCI value, we can't say for sure whether they're [i]supposed[/i] to be that small).

* The RCI-influencing buildings and techs are now 8x more effective than before, and the general RCI trends are now 5x more effective than before. Since the changes in 1.010, they have indeed been too weak rather than too strong. Hopefully this is a better middle-ground, but we'll see how it feels.
