Note that the foldouts you mentioned produce energy, and won't power off if it would take you below 0 energy. If you have plenty of energy, then it's still a bug. |

Ah, this again. You are correct. When I scrapped a few hundred ships to free up more energy, I was able to stop those foldouts. If I could edit this post, I would change to "Suggestion: Allowed stopped items to still produce energy, or make foldouts produce only resources so they can be safely stopped." But it is not a bug. |
