Summary	0016000: Betrayal Mode: Hydral can outsource outposts to itself
Description	As far as I can guess from e.g. the science multiplier breakdown in the power grid the effect is the same as if using the output as-is, though. To me the outsourcing actions seem superfluous and confusing with regard to the Hydral and should thus be removed.
