Summary0016037: Tutorial message about the federation keeps popping up
DescriptionDuring one of my invasion games a tutorial message about the federation and friendly actions keeps popping up after every contract and every combat mission I finish.

Perhaps it has to do with the fact that this message should - in normal federation games - unlock the federation formation options which are visible but empty in invasion mode. So the check to see if federation options are still locked succeeds every time and the message pops up another time.

For 2.006:

* Put in some extra checks to prevent the game from popping up the "About the federation" tutorial stuff in invasion or betrayal mode.
