Summary | 0016126: Roaming Enclaves emulate AI behavior
Description | I've noticed that Roaming Enclaves loyal to the player tend to end up clumping pretty heavily on the player homeworld, and tend to overrespond to threats. The idea here would be that they occasionally behave more like the AI, throwing a little bit of randomness into their behavior so that I don't end up with twenty five enclaves all going to kill a few fighters that roamed into my space. Instead, some might move to defend, others might counterattack along the same route that the attackers came from, and when attacking planets or assisting me and I get attacked, sending a slightly-more-reasonable number of ships.
