I think that means you have 66 unemployed citizens. I've seen it too.

It does. This is working as intended. Up to 12% unemployment is okay, but above that you start getting crime from it. The birth centers will only produce up to 10% unemployment, so the only way to get unemployment crime is if/when you have buildings that are destroyed or shut down that citizens leave or escape from.

Now, the question: how to make this clear so it doesn't seem like a bug? I could put something in the tooltip there. Think that would be sufficient?

Well, I think seeing the value as a negative number at all is probably going to produce confusion; it just looks really out of place in that display (regardless of how it's organized) and kind of just looks like a glitch by default. When I had a negative meal number yet nothing apparently happening as a result of this was confusing too. Not actually sure what to suggest for this.

Hmm, why not do a display like: "Filled jobs: 50/100" instead of just the one number? That might read easier. Other stats might read easier in a similar way too, maybe?

The main problem is we only have so much space up there, particularly on a 1024px wide screen. Possibly changing it to a different icon and having a percentage of over-staffed-nes would be a good thing, I don't know.

I'm for pushing misery's proposal further, show entertained / worker / jobs.

I'm not for a percentage because if I'm missing 100 population, I build something which can house 100 population. If I'm looking at a percentage, I have to look for what to build. It's simpler.
