Summary	0016257: Excess linguistics research does not roll over
Description	When you complete a linguistics level for a race, the excess linguistic research you have is lost and not contributed towards the next level. You can see this by loading the save and choosing the Spire language. I should have over 4000 language points generated per turn. The Spire language should upgrade to level 4 or 5 with that excess.
