| Description | You are unable to terraform over Mountains, Destroyed City, Rocky Ground, or Rocky Ground (rubble). I'm not sure if it is intended or oversight. It makes me sad I can't carpet over the remnants of the Acutians. Instead I'll have to build parks. | ||||

Yep, you have to use a terrain riser to either lower mountains or raise sea to then be able to terraform on those. With city remains, that will be something else we get to a different way that will implicitly solve this particular issue. Thanks! |
