DescriptionAfter disabling some buildings to free someworkers or to save power is never fun. After everything shifted back to normal you have to manually search all the buildings to find the ones that are disabeled.
A single button in the city management "enable all buildings" would be really helpful. While we're at it, why not a "disable all buildings" button?

For 0.821:

* Added an "All Buildings" entry at the top of the city management screen's list of building types, and double-clicking that allows you to enable/disable all buildings in the city (that may be enabled/disabled).
