Summary0016374: When Housing is the limit to growth, it should be highlighted.
DescriptionCurrently when the limitation to population growth is housing, it does not appear highlighted. It would be nice if it was so we can rapidly see what is "wrong" with the city.

The top bar pretty well does that these days, and the tooltip also helps with that.
