Summary0016447: Healthy population should prioritize employment instead of wounded population
DescriptionIn the attached screenshot you can see that I have an massive excess of citizens, yet I have wounded citizens employed. This drops efficiency, even though I have perfectly healthy citizens rioting in other places. Can healthy citizens prioritize employment? On a related note, can wounded citizens be removed from the jobless citizens? (Job: Bleeding slowly).

For 0.813:

* Now when allocating population to jobs, the game allocates healthy people first and only allocates wounded if there are not enough healthy to go around.
