DescriptionUnder certain unclear circumstances, it is possible to build terraforming terrains without required money and/or energy.

Joined save after toying around. It should be possible to continue placing terrains adjacent to city beyond resources from this one.

For 0.811:

* Fixed a bug where the various work-land options (terraform, clear land, etc) would not actually enforce the requirement to have enough crowns and power.
