For 0.841: * Added extra checks to ensure that a shut-down building gets no crime allocated to it. Though it should already have been working that way due to excluding buildings with no staffing. ** Note that any time you enable or disable a building the city reevaluates staffing. *** Added further checks in the reevaluate-staffing logic to make sure that shut-down buildings have 0 staffing. ** Note that crime deaths only happen at buildings where: staffing > 0, not shut down, net crime > 0.
