Summary0017638: New worker balance makes 25 tech && pop >3000 && pop <4000 condition significantly more difficult
DescriptionThis is a normal difficulty level starting condition. With the current balance state of the game requiring workers to actually work most buildings, this particular condition is now much more difficult to work around.

Science labs for instance will take 160 staff, and commercial offices will give a little bit of science as well but require 300 staff, not to mention support buildings.

Suggestion: Widen the maximum population clamp a little bit, maybe around 5k or 6k or increase the difficulty of the condition.

Most of the Act 1 Goals need to be re-evaluated. However, until the early game economics are more final, doing so is premature. I started a thread on the forum about it a few days ago if you want to add your thoughts.
