Summary0017663: Brownouts shutdown far more buildings then needed to cover the missing power
DescriptionWas testing another eco speed build with peltians this time, knew a power brownout would happen but the power brownout shutdown EVERY building except the lander.

Also noticed this. It seems that there is an aggresive need to shutdown all buildings.

The question is: how should the game select power priorities? or should the player define them?

Thinking about it, I think power and brownouts would be easier to manage if instead of shutting down buildings, everything got a efficiency penalty based upon how much power you were missing (with non-energy using and energy producing buildings immune).

This would fix all of the brownout and power issues.
