Hospitals don't provide a service until Act II (and I see it in the list in Act II). Hazmats (and power production buildings) don't really provide services. There is a whole awkward category of buildings that need a quick search but don't fit into a nice category (power / trash are ones that come to mind that fall into this problem). |
