Summary0018069: Copy the Isaac recharge model
DescriptionCurrently, the game has 2 models of active items:
1. Energy recharge: short delay
2. Consumables that do stuff and never come back

I'd like to add to that the model of one use per room, and then waiting X rooms to recharge from Isaac. I think many of the consumables would really work better as that kind of item. Things that could use that model:
- Bomb with a large radius
- Leech life from enemies
- Take over enemies
- Stealth
- Time rewinding
etc -- anything that is too strong to allow repeat uses in one room limited only by time to recharge.

Funny -- we were just talking about this! For the next version we have this:

*Energy no longer regenerates over time during play inside rooms.
*Energy is now fully replenished every time you move between rooms.
