Summary	0018988: Paused and can't unpause on game load
Description	I loaded a game (which I don't think was paused when I saved). When I loaded, it had the all ships invisible as in here: https://bugtracker.arcengames.com/view.php?id=18984, but I also couldn't unpause the game (the button did nothing).
