A note: They work on neutral planets.

They cant build on neutral planets too. Seldom, but cant.
I killed Ai station, i could make only tractors. Then i made my station but still couldnot make, while i did not kill ion tower.

Thanks! * Fixed a bug where only things that were specified as NOT being able to be built on enemy planets could be built there; whoops.
