Summary0021574: Weird Dev Build issue when changing starting designs
DescriptionI have Minefield changes, and I go to test them. The "Minelayer" starting Battlestation now has 15 of each. When I start the game though, it has 200...

Ran into it earlier with trying to add Combat Sentry Frigates to the starting designs as well, ended up with 9 instead of 1. Oddly I could add an Assault Frigate just fine.

I haven't used any of the new additions recently.

Just realised what it is:

Added a new "absolute_max_cap_when_in_fleets" field on ships, which allows us to set it to some value above zero if we want to limit how many of a ship type can be granted at maximum.
Note that this only affects player fleets, by definition, EXCEPT it would affect drone fleets of the AI and other factions. If other factions start using fleets more, this would be available in those cases, too.
An absolute max cap when in fleets has been added to the following structures:
Matter Converters: 10.
Factories: 3
Forcefield generators: 4.
Tractor Array: 20.
Tachyon arrays: 6.
Focused gravity generators: 10.
Minefields (all sorts): 200.
Sentry Frigates: 9.

The Homeworld also has 4 Forcefields.

Thanks for the catch!

* Fixed a bug where the absolute max cap when in fleets was increasing the ship cap rather than decreasing it in the internal builds.
