Summary0022312: Direct waves off can still send Direct waves
DescriptionIf you set the Options to Direct waves off, Reconquest on, then the AI can send regular waves at your planets.

Steps to repro:
1. Put on those setings
2. Start
3. Use debug: kill enemies on an AI planet
4. Use Debug: Increase AIP so the AI unlocks Reconquest waves.
5. It will launch a reconquest wave at the neutral planet.
6. It will then launch a regular wave at your home planet
