DescriptionSo in a recent game I have some enemy planets which have 3x the AI homeworlds' power. It is not threat forces that is beefing them up and they're not even particularly close to the AI homeworld. It's also not static defenses, but like 10-15 Dire Guardians and a ton of strike craft.
My AIP is still at Mark 2.
It is 20 hours in, and one of the AIs is a Turtle, but still, there are a few planets with like 1.3m power while the homeworlds are 300-400k.
Is this intentional? Have I screwed up to let this happen?

the game is 20, almost 21 hours in. That's a huge factor. The AI adds reinforcements over time. In this case, a LOT of time (fyi an average game is about eight hours from start to finish). Now there's nothing wrong at all with taking as much time as you want. Another factor is that the AI reinforces planets more when they are adjacent to yours - this was known in Classic as being 'on alert'. You've heavily neutered many neighboring planets, making it all the more likely that available reinforcements go to the higher-mark ones that you haven't (assuming this is due to their strength). All the planets I see with high strength fall into this category.

Consider the case of Daiquon (MK V). 1.5k strength. Well over 200 of that is in Grenade turrets alone. Midway (MK VI) has a similar amount of Nucleophilic turret strength. Both of them are turtle AIs. So you have an AI type devoting a particularly large portion of it's budget to defending it's planets, you've got high-level planets that you neighbor to increase that reinforcement, and this situation has been going on for hours.

I would have ignored the other AI for the purpose of neutering, then done so with the higher-level Turtle planets first, while leaving the lower-mark ones alone or at the very least doing them later. This would spread out the AI reinforcements more, but any Turtle planet is going to pose an issue if left for too long on alert to constantly increase numbers.
