Making relic trains only spawn on explored planets is kinda pointless because they are allowed to then immediately fly out of explored space. There's already a mechanic to make sure the player has a shot at trains though; trains are generally constrained to travel through a train station near the player, so you'll always have a shot at them. For Instigators, they will prefer to use Explored planets. The only time we won't use an Explored planet for instigators is if there are no legal ones (for example, the player or some other AI-hostile faction might have ships on all explored planets, and the instigators don't spawn where there are enemies). |
