Summary0024281: Flagship always goes towards (some) location despite player commands
DescriptionTo elaborate, the flagship actually obeys all commands, however once these are done and its command queue is empty, it will start moving towards a specific spot on the planet it's on.

This has happened twice already (over 4 hours, so nothing critical really). Attaching save file which has the flagship moving somewhere. When the move command stops, it will automatically move towards 'its spot'. Moving it around works, but it will move to 'its spot' right after every time.

This savegame is golden, as it keeps doing the same thing, and it's not any of the things I would have guessed. Why it's doing this is presently a mystery, but I'll see what I can find.

* Fixed a bug from the last couple of versions where flagships would often fly off to random-seeming locations. This was them attempting to be "assisters" in a way that was unhelpful, and usually related to claiming units, which they can do from any range when needed.
** This change will prevent something like a repair factory from ever wandering around the planet if you put it in pursuit mode... but we can't really think of cases where it would be desirable for one to do that. They have a long enough range that you tend to want to park them where you want to park them.
