Summary0024528: Feedback regarding new citadel AIP cost and turret hacks
DescriptionAfter playing several games, I have to say two things:
1. I really love the new hackable structures
2. Citadels don't exist - they are simply too expensive

I read that the reasoning behind the expensive citadels was something around an "explosion of power" when you can hack multiple turret designs for *all* your citadels, while grabbing *all* the citadels, which quickly spirals out of control.

I believe this concept is not a viable one, since it features exponential growth, and therefore tweaking the citadel AIP will only bring more dysfunctional balance attempts.

My proposal for discussion is this:
- Have the turret hack only provide 2 options: give turrets to a single citadel (as now), or give the turret to all *planets*.
- Massively reduce citadel AIP cost, since it's not *OP* anymore. It's not like we want the parasitic citadel for the turrets anyhow.

* Citadel rebalance.
** Citadels no longer come with a bunch of turrets already attached to them. You only get whatever you have from the TSS.
** Citadels themselves are of course very powerful still.
** AIP to claim has been reduced from 60 to 25.
** Defensive structure cap multiplier from 133% to 140%.
** Citaels now always come with 8 interplanetary engineers.
** Note that about half of these features will only apply on new savegames (AIP reduction, defensive structure cap increase).
