I think it is the same list of targets that bomber starships and siege starships are limited to, but I could be wrong. |

Yeah, most likely anything smaller than a starship (or starship-equivalent fleet ship) is exempt |

Yeah, it doesn't mean "smaller than the ram" it means "smaller ships in general." It could probably stand to be reworded. |
