Summary	0028544: scroll bars are too dark and need more contrast
Description	Scroll bars need more contrast: System menu, Handbook, City Event Log, maybe others. Low contrast works ok for lists/buttons with bright visible text or icons, but not for scrollbars. They're sort of ghostly dark on dark, and I can use them because I know they're there, but they should be more visible. I noticed the same thing in other apps (Firefox particularly) when I first switched from a cheap TN panel to a nicer IPS type monitor (and it was very noticeable with them side by side). The grey on grey scrollbars went from ok contrast weight (darker TN panel) to nearly invisible (bright IPS). FF UI updates and/or theme tweaks have since helped there. An alternative to only increasing brightness would be highlighting the outlines & "grip here" icon with a color & brightness similar to other text & icons. No screenshots since they'll look different depending on hardware brightness, gamma curves, etc.
