Summary	0028947: Add a tooltip for Bulk Prep Center
Description	jmvbento on steam brought up a good point regarding the Bulk Prep Center, which has no text, as well as a few other things. Now I don't know if there are other things that could be done to make it better, but a tooltip should definitely be added for the Bulk Prep Center. jmvbento comment: "See, my issue with it is that the Assembly Plant's tooltip text suggests (to me, at least) that it's the one doing all the bulk manufacturing, and the kit factory has no text. This was a problem compounded for me by the fact that the Assembly Plant shows up on the build menu before the kit factory (going from left to right, not chronologically), suggesting (again, to me) that IT is the precursor building."
