Summary	0005678: Balance knowledge costs of lightning/flak turrets
Description	I think these two turrets should be equalized in knowledge costs since they both have a max cap of 49, and that the lightning turrets have received the electric shuttle buff since 5.023 or 5.024, bringing it up out of niche uses. As it currently is: Flak: 2 500 => 3 000 Lightning: 1 500 => 2 000 Maybe a middle ground of 2 000 => 2 500 for both?
